Cold War Getting Hot Again!

I'd like you all to consider!
Why would nations around the world, like Russia and China, be ramping up their arsenals like this? Sure, none of the powers ever really stopped, but there was a slow down in the decade past. At least a slow down in the rhetoric and boast of each side. But now we see all nations declaring their "superior" military power yet again.

VIDEO Russia's Newest Missile VIDEO
Take note of the part where the missile breaks up and surrounds the warhead with decoys for any antimissile defense.

from www.liveleak.com Russia's newest mobile ICBM system: SS-27 Topol-M US Defense officials, are worried that the new deployment of a highly accurate, MARV warhead missile only highlights the weakness of aging US strategic systems. the SS-27 is the latest & most accurate mobile ICBM in service with Russian Strategic Rocket Forces. The SS-27 replaces the aging SS-18 system, & features a single 550 kiloton warhead. has a maximum range of 6,500 miles The mobile version of the SS-27 will be difficult to find and can be easily reloaded. The maneuvering warhead and extreme accuracy indicates the silo based SS-27s are "first strike" weapons intended to penetrate US defensive missiles which may be deployed around strategic land based - nuclear missiles. The first operational mobile units are being deployed to face the eastern seaboard of the US. China is to commence manufacture of the system under license, with the designation, DF-41 Dong Feng,(East Wind).
