It is interesting that the Oslo agreement was not "a peace plan" but only "a plan" to get to the "peace plan". There has never been a peace plan signed!
The Oslo Accords were a "covenant" between the nations and their representatives. A covenant to achive peace via a particular course. We can split hairs if you like. But call it what you will, it was a "seven year" agreement or covenant. (just like the Prophet Daniyl said).
The "seven year" agreement as you mention, is based off a mistranslation of Daniel 9, found in the Book of Yahweh and most Christian trnslations. Correctly transted and a understanding of Jewish history would show that this is a completed prophecy - not one for today.
